    Innovative programs that facilitate learning and fill a need in the marketplace. The increasingly global nature of today’s marketplace has made proficiency in English a must for graduates to successfully secure choice job placements. It comes as no surprise then that many people are unable to get the jobs they want, or if they are already employed are hampered from advancing in their careers simply because they do not have a good command of English and cannot speak the language fluently enough to influence others. Considering the difficulties that second language learners face in improving their command of the English language, we were very excited when we first heard of the Phonics English program.

  2. The Ministry of Education has a lot of post-mortems and adjustment to do to bring back the Malaysian education system to the right path towards its glory. A lot have been said, but not much has been done. One of the most obvious problems faced by our students and under-grads is they have a bad command of English and are not capable of speaking English fluently. Because of this, most of them, no matter how good their results are, cannot get a decent job although they are more than qualified for the job. It is very sad to see thousands of young and talented Malaysians suffer because of the government failures to provide them with the kind of education that can prepare them to face the world and stand on their own feet. Education nowadays put too much emphasise on examinations that people forgot about developing other important qualities that an educated person should have. Leadership and communication skills, which are two of the most vital skills for a person to survive in today's challenging world, have long been neglected.

  3. Effect for staff of the Malaysian Administrative when they are can’t speak in english
    KUALA LUMPUR, Aug 17 – A colourful poster was e-mailed to some 400 staff of the Malaysian Administrative Modernisation and Management Planning Unit, or Mampu, recently. Also posted in lifts and on notice boards, it read: “Monday is English Day. Just speak!” It is all part of an effort by some Malaysian government agencies to get their employees to use English more, so as to improve the fluency of civil servants in the language. Mampu, a unit under the Prime Minister’s Department, held its first “English Monday” on July 27, and it created a buzz among employees.
    Everyone was encouraged – in e-mail messages, prayer recitals, announcements and meetings – t speak English as much as possible that Monday. “We want to boost the competency of all staff in speaking English,” a Mampu spokesman told The Straits Times. The Retirement Fund Incorporated, or KWAP, which handles the pensions of some one million civil servants, is reaching for the same goal by taking a fun approach.
    Investment and fund managers play a game of Scrabble or two to improve their vocabulary. Regular public speaking and book review sessions are held. Employees also write investment papers, presentations, the minutes of meetings, and blog entries in English. It is quite a switch from Malay, which is used throughout the rest of the government.
    “For an investment company, it is very important that your English is up to the mark, because all the investment reports and analyses are in English,” KWAP chief executive officer Azian Mohd Noh told The Straits Times. “There are no two ways about it, you have to master your English.” It even invited the British Council to test the staff and conduct courses in articulation and grammar.
    Such measures have paid off. According to Datuk Azian, some 70 per cent of KWAP employees speak English well. Another 20 per cent who understand the language shy away from speaking it.“We still need to do more. English is important. If you work in the financial sector and deal with international counterparts, it will be a setback ( if you english is not up to par),” she said.

    These measures come in the midst of a long-running row over english standards and the use of English , instead of Malay, to teach Science and Maths in schools. Over nearly four decades, Malay has become important for political reasons and is now a very sensitive issue. English was the medium of instruction in schools until it was replaced with Malay in the 1970s.
    The soft push for the use of english at the workplace has been prompted by criticism that the standard of English has declined alarmingly since. As a result, Malaysia’s global competitiveness has suffered, with many graduates possessing inferior English language skills, critics say. A controversial policy to use English to teach science and maths in schools was scrapped last month, after six years of protests by critics who say that students and teachers struggled with it.

    Along with its decline in schools, English has also been neglected by most civil servants. With Malays making up 80 per cent of civil servants, many, apart from higher-ranking officers, prefer to use Malay daily. Thus there is some resistance to programmes that require them to speak English.
    One Mampu worker joked that it would be a “Silent Monday”, referring to the fact that many would prefer not to speak to avoid speaking in English. “My English is a little rusty,” she said. “Most people still speak in Malay, but I guess in a more formal setting like a meeting, they converse in English.”
    There is no penalty if an employee switches to his mother tongue, so the move is just a gentle nudge to ease civil servants into grappling with the language, broken or otherwise. An internal e-mail said: “Only a number of personnel are really into this programme. Do not worry so much about speaking grammatically correct. Practice makes perfect.”
    A chief clerk with a district land office in Selangor said that her command of the English language deteriorated after she stopped using it when she joined the civil service 28 years ago. “Even today’s graduates can’t converse in English very well,” she said. The clerk said that the state government had tried implementing English Thursdays and other programmes but that they never got off the ground. But some insist that such programmes can succeed.
    A former civil servant of five years said: “Even if they speak broken English, it’s good for them to build confidence.” She said she often ended up doing a lot of administrative work when travelling on overseas assignments, even when the support staff were meant to handle it, because of communication breakdowns. “A lot of them can’t speak or write in English. That’s what happens when you keep speaking the same language,” she told The Straits Times.
    But some analysts feel that the entire system needs a major overhaul, including using English in all official documents. “You need at least one competent speaker in a government department for this sort of programme to work,” said analyst James Chin of Monash University Malaysia Campus. “if all of them are not competent, it will not work.”
    He pointed out that the English policy that was scrapped from schools last month failed because too many teachers were not fluent in the language. ‘if department heads are not fluent, subordinates will follow what they do,” said Chin. “Until they get real English speakers in the civil service and allow the use of English in all official documents, instead of just Malay, it will not work.” – The Straits Times

    effect for futher study in another country..
    To speak and learn English is very important in our daily life, although English is not our motherhood language but we have to learn it very well. Everyone has their own dream, but most of Malaysian student’s dream is want to further study in overseas. For example United State, New Zealand, India and also Ireland. Qualification to further study in another country is we have to be good in English whether in speaking and also writing skills. it is because all reference and slide are in English ,we will surrounded by people who speak in English. It is hard for us if we not really understand and speak English.

    Furthermore, it can be difficult to socialize with anyone unless you speak the same language. Sort of like being in a room of people and want to make friends but no way to do it speaking to one another. So many other tough issues would be to get a drivers license, shopping or attending a class to learn skills. When in Rome you should do as the Romano's do. If you are going to live and work here you should learn to speak English and know how to be responsible as a citizen. You can get a translator, but it`s not a good idea to be dependent on someone else`s version of your words. Well, did all Malaysian students who are good in their study are good in English?

    In most Asian countries, people start learning English as a second language when they enter elementary school. They have to learn for more than three hours a week at the elementary school. As English is becoming a global language, the world is changing. Therefore, students need to brush up their skill in English language. It is because all materials are written in English. As example, if we not really understand about our course study and our lecturer was come from united state, we need to meet them.

    So we need to speak English and also we have to understand English well in order to improve our self in our study. Whether we like it or not we need to have the basic grasp of English language. The necessity of English as a global language is very obvious. Indeed, we will use English even more in the future.

    Plus, in university studies we disclosed about more book in English. When student can’t to speak in English make us very difficult to got knowledge or reference in studies. I’m not judge text book in bahasa melayu not educated well, but we can see many book from other country translated in Malaysia from people here. Now we can see important learn English as well.

    the idea is

    Many effect if we are not able to speak and understand English well. As English is a universal language, English is important in our daily life and also future. There are many negative effects if many students unable to speak English well, especially in academics, communication, and knowledge.
    Firstly we can see more effect for academics. Many of Malay students cannot further study oversea because they are lack in English. As I concern, many Malay students are good in their study such as chemistry, physics and also mathematics. Even though all these subject are in English language but they cannot admit they can speak English well. They only speak and learn English in class and also learn English in their examination. It may bring disadvantages to them if there are not good in English, such as they cannot further study in over sea. It can be difficult to socialize with anyone unless you speak the same language. Sort of like being in a room of people and want to make friends but no way to do it speaking one another.
    Secondly for the effect is about the communication. There are lack of confident if cannot speak English. It is quite difficult for someone who had something in their mind and wish to speak their mind but unable to do so because they cannot converse well in English this will indirectly effect their confidence while being surrounded by people who use English as a medium for communication. If we are not good to communicate in English, we will lack of confident and it may distract our social life and in the world of competition of gaining knowledge, people are so desperate and wish they could have the power to have all information.
    Another main effect if Malay student unable to speak English is they cannot expand knowledge. Knowledge is important to improve yourself to be a better person. We can gain knowledge by reading, listening, surfing internet and many more. As English is universal language, all reading materials are written in English. It is hard for us in order to complete an assignment or thesis. You can get translator, but it’s not a good idea to be a dependent on someone else’s version of your word. Thus, put an effort to improve yourself to gain knowledge. Knowledge is a key to success.
